The Haldia Development Authority is an autonomous body constituted under West Bengal Town & Country Planning Act. The Authority is guided by the Board of Haldia Development Authority. At present the board has been constituted by the Govt. of West Bengal Notification No. 1698-T&CP/C-2/2C-2/2001 Dated Kolkata, 23rd July,2009 with following as its members for three years -

- SRI SUVENDU ADHIKARY, MP, Tamluk Parliamentary Constituency

The HDA also has several sub committees like,

- Water Supply Management Committee
The Haldia Development Authority discharges its function through the office of the Chief Executive Officer. At present there are almost 70 personnel discharging various responsibilities and activities in the field of planning, Land acquisition, Engineering and Projects, Finance, Estate, Establishment, Social Welfare, Public Relations and Information. People on contract are being employed to ease out the workload pressure at hand.
