How much developed land is available in Haldia with HDA ?

It is a constant variable data. But HDA keeps sufficient land under their possession. HDA has a Land Bank which it keeps replenishing.

Minimum size of plot one has to take?

It depends on the nature and type of industry. But no such minimum limit exists. Entrepreneurs have to prepare and submit Techno-economical Feasibility / DPR to assess and justify their land requirement.

Is the land location allotted as per investors wish?

As per the requirement of the prospective investor, HDA tries to show few locations depending upon the type and category and availability of the industry & investor has to choose / select from that.

What is the definition of developed, semi-developed and under developed land?

The land HDA filled up by earth & fly ash for ready utilization is called developed land. The partially filled by earth known as semi developed. The land given as is where is basis known as undeveloped land. Generally HDA allots industrial land on ‘as is where is basis’.

What material is used for filling up land?

Generally partly earth & fly ash is used for filling up land.

Except lease, does HDA sell any land?

No. HDA does not sell any land.

Why doesn’t HDA sell the land?

As HDA is Govt. organization, so HDA can’t sell land. HDA gives land primarily for 90 years lease which is renewable after expiry of lease land.

On what basis HDA gives the land to investors?

HDA allotted the lands on lease basis.

Can I purchase any land within HDA’s limit?

Yes, you can, but before purchase you should obtain no objection certificate (NOC) from HDA.

If one has owned land within HDA area, can he set up any industry?

Yes, he can start any industry if it is in industrial zone. However, he has to take no objection certificate from HDA.

How much time is required to obtain land from HDA?

HDA is always ready to allot land in shortest possible time if prospective investors fulfill required criteria.

Is HDA allowing to mortgage allotted land?

Yes, after signing of lease deed as per terms and conditions of the lease.

Yes. Depends on the type of the project.

Yes, if prospective investor intimates well in advance about his tentative visit.

Yes, HDA will try to provide person from concerned department to show possible locations.

HDA offers concession on land premium for SSI & downstream industry of HPL only.

HDA has ready land for distribution for setting up industrial unit.

Yes. Land can be allotted for real estate business but through open bid.

What is the minimum time period within which work have to commence (after allotting land)?

The work should start within six months of signing lease deed and work should be completed and unit made operational within 3 years.

Is there any penal action from HDA side for not commencing work within stipulated time?

HDA expects industries will respect the clauses of deed.

No.
