INITIATIVES BY HDA

 

HIDAL

The Haldia Integrated Development Agency Limited (HIDAL) has been incorporated under the companies Act, 1956. HIDAL is undertaking development, construction, operation and maintenance of the identified infrastructure projects and arranging for their implementation either as pure private or public-private partnership initiatives depending on the commercial attractiveness of the project.

The primary Sponsors of the company are Haldia Development Authority and Infrastructure Leasing & Financial Services Ltd. Along with local industries viz : Exide India Limited, Haldia Petrochemicals Limited and South Asian Petrochemicals Ltd.

 

West Bengal Waste Management Limited

West Bengal Waste Management Ltd. (WBWML) is JV project on PPP mode which has a fully integrated waste management complex in Haldia. It has fully functional Industrial, Hazardous and Bio-Medical Waste Management plant. The domestic and municipal waste management facility is under construction. HDA has offered land ( about 100 acres) for this project.

 

PPP mode Bus Terminus

Haldia’s steady growth in the commercial, industrial and other service sectors have resulted in increased inter and intra city traffic. Haldia is visited by large number of intra-state population almost every day. For a city of this size and nature, public transport becomes vital not only in catering to the local commuting needs, but also for outside visitors by creating intra and inter state links. In view of this, HDA has identified a social infrastructure project of a modern Bus Terminus to be developed under a Public Private Partnership format.

The total area of land is 11 acres. Out of this 11 acres land the PPP Developer would develop modern Central Bus Terminus on 7 acres land with the same specifications, facilities, amenities and standard and operate it for a certain period of 20 years and share the revenue as per the earlier financial bid and then will hand over the asset to HDA. Balance 4.15 acres land will be developed commercially by the PPP partner and operate and maintained for 50 years and handed over to HDA thereafter.

On the basis of a competitive budding process, the highest financial bid has been received by a consortium of M/s. Suryachakra Power Corp. Ltd., a leading infrastructure company based in Hyderabad and M/s. Zekon Bhd, a leading construction company in Malayasia (technical collaboration).

 

Water Supply Schemes

 At present the Water Supply System of Haldia is having a 20 MGD Water Treatment Plant at Geonkhali. As a short term measure this Water Treatment Plant has been already been augmented addl. 5 MGD. But the demand of water is also increasing day by dayand needs immediate construction of a 25 MGD Water Treatment Plant and also the efficiency in operation & maintenance of existing Water Treatment Plant requires to be improved professionally. So, a Package : Construction of new 113.5 MLD (25 MGD) Water Treatment Plant in two equal modules on BOT basis and operation and Maintenance of the existing plant of 113.5 MLD (25 MGD), series tube wells pumping station s upto consumer levels and O & M of new distribution network added by HDA during the authorization period (25 years).

After global tender, a consortium of Ranhill, JUSCO, IDFC has been selected as Private Partner of HDA from the view point of Highest Bidder. The project has duly been approved by the Government of West Bengal. The concession agreement will be signed shortly.

 

Knowledge Park

HDA has earmarked about 250 acres of land for setting up a Knowledge Park at Haldia. The proposed Hub is in mouza Barghasipur, Manichak and Raghunathchak under Bhabanipur Police Station. HDA has already allotted 10 acres of land to M/s. Apeejay Trust as a part of this Hub. The site is uniquely located on HPL Link road extention. HDA is also proposed a 4 lane road adjacent to this Knowledge Hub which connects NH-41 and proposed Central Bus Terminus.

 

Logistic Hub

HDA has earmarked about 90 acres of land in mouza Dighasipur for development of an Integrated Logistic Hub at Haldia. The proposed side for Logistic Hub is on NH-41. HDA is also planning to construct a 4 lane road from NH-41 to the proposed Central Bus Terminus at Pitambarchak. The location of the Logistic Hub is a unique one and it is only 4 Km. from the Haldia Port. When this Integrated Logistic Hub is in operation it will solved all the problems during to Logistic Hub.

 

Housing

The whole landscape of Haldia offers a pleasant visual relief far away from the hustle and bustle of city life Haldia offers a perfect ambience to stay. Besides various corporate residential complexes, it has almost 700 apartments in possession which are on long-term lease or rent. All these buildings are equipped with excellent modern accommodation facilities. HDA has come forward to set up amusement parks, Cultural Complex, IT Park, Knowledge Park, health clinics, gyms, shopping malls, schools and colleges, stadiums along with other modern amenities, thereby making Haldia as good as any modern township.

With rapid industrial development in the area several housing complexes have been built to facilitate living accommodation to the people. The Haldia Development Authority has built several housing complexes for different income groups with garages and other additional facilities. The Authority has around 700 apartments in its possession, which are available on long term lease or rent at affordable rates. Apart from these there are the corporate residential complexes and housing complexes with all modern amenities built by industrial units and some houses are also built by the private realtors.

Lush green parks, lakes and yet all modern facilities easy communication, good education, proper health care, recreation and sporting clubs, banking facilities are wrapped up in a single locale that makes Haldia a very special township to live in.
